For image posting, I wasn't really interested in uploading one to the forum (waste of bandwith) more so than displaying them instead of a link.
I wouldn't require much myself for an avatar. Just big enough for a sharpie logo.

The internet is evolving and so must this forum! People are going to post the links to their images no matter what, so might as well display them. You don't have to host them here yourself. Lots of forums limit the amount of lines of text/characters allowed in a signature, so that might be a compromise to allow signatures. As well, why not allow avatars that are limited in size to be shown? Lets put some faces to the names! You could maybe enable a "report post" or "report user" feature to help the community police itself and let you know of anyone posting inappropriate posts/pictures/avatars. As well, the main ihatestarbucks.com page desperately needs a redesign to be more user friendly. Why is this message board being called a guestbook? It has evolved far beyond a guestbook.

Can someone tell me what the green bar under the internets are what it represents? I've seen people with 200 internets with bigger bars than people with 700+ so it can't be related to how much you have.

It's our forum rep system. It's just for fun and awesome and your sad, single digit number of internets doesn't mean you're going to get banned or whatever.
Think of it, if anything, as a sort of props system. I started with like 1600 due to my uh, 1600+ posts, haha.
