Why do the hotlines get such a bum wrap? I've never used them, but I've been thinking about it and was wondering what experiences you have had with them (Partner Resources and the Business Conduct Line).

In my experience if you call the hotlines about a manager. You will face the wrath of a pi$$ed off D.M and an angry manager who will make your life a living hell if it's not already. It's not worth it to call.

I feel like it would be more productive to get a friend or customer to report whatever needs to be reported. I've considered calling the hotlines too but from what I have heard here i'd rather call my DM from a friends cell phone and not identify myself.

They wont help you. In fact, they'll work against you.

They really helped me. A lot. The people I spoke with were nice and genuinely seemed to be on my side. Maybe it was just a fluke, but I would recommend them to people who have problems with their manager.

a handful of partners called partner resources on an old manager I had and the DM took it really seriously and it helped, same with shifts.

I think it depends on where you are and who everyone is. We had just gotten a new DM, and he seemed to like me, and wasn't terribly impressed with my SM. So, the one time I had to call him, because I couldn't get a hold of my SM (she was was a family member in the hospital), and was having a crisis with my SS, he was ok with dealing with the problem.
However, I've had the opposite problem with other companies. HR exists to watch out for the company, and sometimes that means that you're issues go by the wayside.One company I worked with, I sent a letter to HR dealing with EVERYTHING that the Vice President of Idiocy had done to harass me. She got in BIG trouble, and I got fired. The HR department also refused to do anything when my coworkers filed lawsuits against the company dealing with workplace harassment. So, it's a mixed bag. Depends on who you get and who you're working with.
